Incentives to innovation, science and technology


As a way of stimulating the economy, Rio Grande do Sul has specific policies, programs and actions of incentive to innovation, science and technology.

By means of the Innovation Law (nº 13,196, de 07.13.2009), measures of incentive to innovation, scientific and technologic research in a productive environment stimulate the formation of strategic partnerships devoted to the technologic autonomy, training and competitiveness in the industrial and social development process.

The main financing instrument for innovation that the state has is the INOVACRED, a credit line with funds from FINEP (Brazilian Innovation Agency) in which BADESUL and BRDE act as transfer agents. This credit line is intended to foster innovation in micro, small and medium enterprises. The BRDE has another two special lines focused on innovation:

  • BRDE Inova, which aims to support the development of new products, processes or services, innovation in marketing or organizational innovation in the production environment and fixed investments in the modernization of the company's facilities and
  • BRDE BNDES MSME Inovadora, which intends to support innovation in companies with annual revenues of up to R$ 90 million.

Through the State Secretary of Economic Development, Science and Technology (SDECT), are developed programs as the Program of Support to Technology Hubs, the State Program of Science and Technology Parks (PGTEC), the Program to Support Technology Based Incubators and the Creative Industry Program. In 2015, there were made available through public notices, more than R$ 15 million for these programs.
